Job Overview

The Health, Safety & Environment (HSE) Manager will lead Shell Zimbabwe’s HSE strategy, ensuring compliance with local regulations and international standards. You will be responsible for developing, implementing and monitoring HSE policies, conducting risk assessments, and fostering a safety‑first culture across all operational sites. This position reports to the Regional HSE Director and works closely with operations, engineering, and senior management to embed robust safety practices. Key Responsibilities

• Develop, review and enforce HSE policies, procedures and standards in line with Shell Group guidelines and Zimbabwean legislation.
• Lead incident investigations, root‑cause analyses and corrective action implementation to prevent recurrence.
• Conduct regular site inspections, audits and risk assessments to identify hazards and ensure mitigation measures are effective.
• Provide HSE training, coaching and mentorship to employees at all levels, promoting a proactive safety culture.
• Collaborate with operations, engineering and procurement teams to integrate HSE considerations into project planning and execution.
• Prepare and present HSE performance reports to senior leadership, highlighting trends, compliance status and improvement opportunities.
• Manage emergency response plans, drills and coordination with local authorities and emergency services.
• Ensure proper handling, storage and disposal of hazardous materials in accordance with environmental regulations.

Required Skills

• In‑depth knowledge of occupational health, safety and environmental regulations specific to the oil and gas industry.
• Strong analytical and problem‑solving abilities with a data‑driven approach to HSE performance.
• Excellent communication and interpersonal skills to influence stakeholders at all organizational levels.
• Proven leadership experience in managing HSE teams and driving cultural change.
• Ability to develop and deliver engaging training programs.
• Proficiency in HSE management software and Microsoft Office suite.
• Fluency in English; knowledge of local languages is an advantage.

Education

A Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering or a related discipline is required. A Master’s degree or professional certifications such as NEBOSH, IOSH Managing Safely, or ISO 45001 Lead Auditor are highly desirable and will be considered an asset.

Experience

Minimum of eight (8) years of progressive HSE experience within the oil and gas sector, with at least three (3) years in a supervisory or managerial capacity. Experience in large‑scale upstream, midstream or downstream operations is preferred.

Salary

The successful candidate will receive a competitive salary ranging from SSP 600,000 to 900,000 per annum, commensurate with experience and qualifications. Additional performance‑based incentives may be offered.
